Permission Must Now Be Obtained From The Telecommunications Authority To Provide Location Tracking Services
Location Tracking Service will now be promoted as a separate service with the objective of regulating and managing it. For that, the Nepal Telecommunication Authority is going to issue licenses openly.
NEA has decided to manage the use of location tracking system in vehicles and various services. Based on that, NEA has decided to recommend location tracking to the government as a separate service.
"Until now, the ministry had been giving approval for GPS tracking," said NEA spokesperson Min Prasad Aryal. As the process is cumbersome, NEA has decided to allow and regulate location tracking services with the objective of managing it.
Also, the necessary regulations for this have been passed by the NEA board meeting held last Monday. The NEA will now recommend the regulations to the Ministry. As soon as the ministry passes the regulations, location tracking will move forward as a separate service. However, the permission granted by the ministry earlier will be revoked.
At the same time, the location tracking service will go under the concept of 'open license' and it will be the authority that will issue the license, monitor and manage it. Thus, the license issued by NEA will be for 5 years at a time. Interested service providers can get a license for this by paying Rs 200,000.
The service provider seeking such permission will provide services to other companies for the operation of the service. However, the fee for providing such service should be provided on the basis of the fee specified by NEA.
The company will have to keep all the information of the service provided to other service providers and maintain the confidentiality of such information.
For this, the ministry had directed NEA to conduct necessary study in the regulations related to location tracking system and give necessary suggestions. On the basis of that, NEA had studied the international practice and sent it to NEA Board for decision.
After that, the board passed the regulations on the basis of the study. Its purpose is to manage the location tracking system.
NEA spokesperson Aryal said, "It has been found that some companies have been using such services without permission before." As soon as the new regulations are passed, the operation of services without permission will be strictly banned. If found, action will be taken according to the law.
