Discussion in Parliamentary Committee on Foreign Investment in Agriculture, 'Only those Who Invest more than Rs 500 Million will be Brought'


Stakeholders have stressed on the need to attract small farmers without any hassle while attracting foreign investment in the agricultural sector.

At a meeting of the Parliamentary Committee on Delegated Management and Government Assurance on Monday, stakeholders said that the government should pay attention to attracting foreign investment in agriculture as it would affect small farmers in the country.


Arani Rajbhandari, a member of the Federation of Nepalese Chambers of Commerce and Industry, said that in-depth discussions should be held with the stakeholders while attracting foreign investment in agriculture.

He said that the sudden influx of foreign investment without discussion with stakeholders would be like handing over the entire agricultural sector of Nepal to foreigners. He said that the government should pay special attention while making the act.

Similarly, Vice President of the Dairy Industries Association Nirajan Shrestha said that attention should be paid to the employment of Nepali farmers before attracting foreign investment in agriculture. He said that attention should also be paid to manpower, land and food security.


Secretary General of the Dairy Industries Association, Prahlad Dahal, says that the state should first make Nepal's farmers competitive.

He is of the view that foreign investment should be brought in only after that.

Secretary at the Ministry of Industry, Commerce and Supplies Baikuntha Aryal says that foreign investment in agriculture is being diverted to large scale industries instead of small and medium enterprises.

He said that only those who invest more than Rs 500 million and export more than 75 percent by producing their own products will be brought in. He said that small industrialists and businessmen are not bothered by foreign investment.

Secretary of the Ministry of Agriculture and Livestock Development Dr. Prem Narayan Kandel says that the views of the concerned sector are taken into account while formulating policies and laws for the development of agriculture and livestock sector.

He also said that foreign investment would be made in agriculture without affecting the farmers and the private sector and this would make the farmers competitive. He said that the procedure to be formulated now will be worked out with all parties.
