An implementation protocol has been signed between Nepal and Israel last September to implement the agreement on temporary employment of Nepalese workers in Israel's specific labor market.
Kumar Dahal, Director General of the Department of Foreign Employment on behalf of the government and Khanan Goder, Israeli Ambassador to Nepal on behalf of Israel signed the protocol at a program organized by the Ministry of Labor, Employment and Social Security today.
With the signing of the protocol, Israel's exclusive labor market has been opened for Nepalese youth. As per the agreement, 500 Nepalese youths will go to Israel for employment in the caregiver sector. These young people will receive services under Israeli labor law.
The private sector is not involved in Israeli employment. Nepalese will go to Israel through the government-to-government mechanism (G-G) between the two countries. The ministry has stated that Nepalese will get employment opportunities in the nursing sector of Israel (hospital, nursing home, day care center, etc.) as the first sector as discussions and consensus have been reached at various stages before this.
Israel is considered an attractive destination for foreign employment. Israel is one of the best countries in the world in terms of income, social security and employment security for workers. Israel, which has stopped taking Nepalese workers for several years, had recently wanted to take Nepali workers. Israel has been hiring foreign workers in agriculture and caregivers. There are more care givers in Israel and most Nepalese go there as care givers.
According to the Nepali Embassy in Israel, there are about 2,500 Nepalese in Israel. Israel's labor laws are very labor-friendly, so there are fewer problems than in other countries. The Ministry of Labor has stated that the procedure has been prepared in a transparent manner to send Nepalese workers to Israel through the government.
According to the ministry, since the government will send skilled workers to Israel, it has made procedures as systematic and transparent as possible. Nepal and Israel had signed an agreement on temporary employment of Nepali workers in Israel's exclusive labor market on September 30.
'New dimension in bilateral relations'
Speaking on the occasion, Minister for Labor Gauri Shankar Chaudhary said that the signing of the protocol has added a new dimension to the bilateral relations between Nepal and Israel. He expressed the belief that diplomatic relations as well as labor relations would be cordial between the two countries. He urged to provide employment opportunities to Nepalese youth not only in the care giver sector but also in other sectors.
Director General of the Department, Dahal, said that the department would follow the online application process for the implementation of the agreement reached between the two countries. Stating that the department will also start other necessary preparations for the implementation of the agreement, he said that a dedicated team will be deployed in the department for facilitation.
Dr. Anjan Shakya, Nepal's Ambassador to Israel, said that he has been trying to open the labor market for Nepalese since he arrived in Israel as Ambassador and has achieved success today. Mentioning that Israel is an attractive destination for foreign workers, he said that Nepalese will be able to work in Israel with dignity. He informed that after repeated discussions, an environment has been created in Israel to employ Nepalese as care givers.
Israeli Ambassador to Nepal Goder had said that Nepalese youths would get the same services and remuneration as Israeli citizens. He said that the process of sending Nepalese workers to Israel, which had been stopped for a long time, would continue and even in the midst of the Covid-19 epidemic, government officials of both the countries reached the stage of signing the protocol only through continuous efforts.
