Dedicated Tariff To Be Collected Only After Ashar 2078
Nepal Electricity Authority (NEA) has decided to collect the arrears of dedicated and trunk line electricity only after Asar, 2078 BS. The NEA Board of Directors meeting has decided to demand only commitment from those who are yet to pay the arrears.
Hitendra Dev Shakya, executive director of NEA, informed that the line will be cut from Shrawan 2078 for the customers who do not show commitment to pay the tariff within this month. According to him, the decision has been taken to implement the disputed issues sent to the Electricity Regulatory Commission by Asar.
The study report prepared to resolve the tariff dispute of dedicated and trunk line has not been implemented even in the six months passed by the Council of Ministers. The report has been sent to the Electricity Regulatory Commission and Nepal Electricity Authority by the Ministry of Energy, Water Resources and Irrigation for implementation. Both bodies have been delaying in taking policy decisions for implementation.
The decision to implement the report prepared by the five-member committee formed under the coordination of Secretary at the Ministry of Energy Dinesh Kumar Ghimire was taken by the cabinet meeting on shrawan 19. The committee had shown the way to resolve the dispute of the dedicated line by dividing it into three sections. The report recommends resolving the period differently from the decision of the Authority to distribute dedicated lines to the industry until the then Electricity Tariff Assessment Commission determines the tariff of the dedicated line, until the decision is taken to end load shedding from the industry after deducting the deducted tariff.
According to the report, the Electricity Regulatory Commission has to resolve the dispute over dedicated and trunkline tariffs for about 31 months out of the disputed period. The report paved the way for the NEA to collect the 28-month-old tariff immediately. However, NEA has stated that it has decided not to raise the tariff till Asar, 2078 BS with the conclusion that the industrialists affected by the corona will not be asked to pay the tariff immediately. Such tariffs are estimated at more than Rs 15 billion. Although the Electricity Authority had planned to remove the facility of dedicated line from the day the load shedding of the industry was removed on 31st Baisakh, 2075 BS, it was not possible due to non-formation of Electricity Regulatory Commission. The report concludes that there will be no impediment to raising the tariff from the time the tariff is approved till the day load shedding is not removed.
